EN 93-063 OFFICE OF ENFORCEMENT NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee:
Wolf Creek Nuclear Operating Corporation (EA 93-129)

PROPOSED IMPOSITION OF CIVIL PENALTY - $50,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $50,000 will be issued on or about June 25, 1993, to the Wolf Creek Nuclear Operating Corporation.
This action is based on the licensee's failure to ensure that the two motor-driven auxiliary feedwater pump control room hand switches were correctly aligned before entering mode 3 (Hot Standby) during startup following an outage.
The base civil penalty was mitigated 50%
for licensee identification and 50% -for the licensee's prompt and thorough corrective action. However, the civil penalty amount was escalated 100% for the multiple opportunities the licensee had to identify the misalignment sooner through shift turnover and control board walkdowns.
l It should be noted that the licensee has not been specifically informed of the enforcement action.
The schedule of issuance and notification is:

Mailing of Notice June 25, 1993 Telephone Notification of Licensee June 25, 1993 The State of Kansas will be notified.
The licensee has thirty days from the date'of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
