CALLAWAY NUCLEAR PLANT - RESPONSE TO BULLETIN 88-11, " PRESSURIZER SURGE LINE THERMAL STRATIFICATION" (TAC NO. M72118)
Your letter dated March 10, 1989, provided the initial response to NRC Bulletin 88-11 for the Callaway Plant, Unit 1.
Your response indicated that Union Electric was participating in the Westinghouse Owners Group (WOG) program to resolve Bulletin 88-11 issues.
Based on participation in the WOG effort, you requested an alternate schedule for responding to the Bulletin.
i By letter dated March 28, 1991, you detailed the action you had performed to i
complete the requirements of Bulletin 88-11.
You described the steps you had taken to complete items 1.a,1.b and 1.c of the Bulletin. Union Electric used the results of the WOG study, as documented in WCAP-12639, to complete action-i item 1.d of the Bulletin.
In addition, you described the steps you had taken to verify applicability of WCAP-12639 to Callaway and to confirm the i
acceptability of stresses in the pressurizer nozzle.
By letter dated August 2, 1991, the NRC staff confirmed the WCAP-12639 could be used to satisfy actions 1.c and 1.d of the Bulletin to Callaway.
The staff letter included a Safety Evaluation of the WOG methodology.
Finally, by 1
letter dated August 29, 1991, Union Electric confirmed that Bulletin 88-11 action had been completed for the Callaway plant.

In summary, you meet the requirements of NRC Bulletin 88-11. The NRC staff may audit or inspect the implementation of Bulletin 88-11 at a later date.
