In the above referenced letter, Philadelphia Electric Company (PECo)
I submitted a TSCR to accommodate a 24 month fuel cycle. The purpose of this j
letter is to provide additional information regarding the testing of station batteries.
As discussed in a June 3, 1993 telephone conversation between PECo and the U. S. Nuclear Regulatory Commission (NRC), PECo has reviewed the request to commit to performing a modified performance test of the station batteries as part of our conversion to Improved Technical Specifications (ITS). After completing this review, PECo now commits to including this test, as described in the draft revision to IEEE Standard 450, as part of the ITS program. Our commitment to performing the modified performance test is based on a review of the May 5, 1993 draft revision to IEEE Standard 450.
Yuasa Exide, the battery manufacturer, has reviewed the modified performance test as described in the May 5,1993 draft and has confirmed that the test is suitable for the batteries at PBAPS, Units 2 and 3, provided the duty cycle for the test is within the rated capacity of the GN-23 cells. The commitment to include this test as part of ITS is not a commitment to the draft revision to the IEEE Standard 450 in its entirety.

Nuclear Regulatory Commission July 1, 1993 Document Control Desk Page 2 The NRC has indicated that the final approved version of IEEE Standard 450 is scheduled to be issued shortly, and that the modified performance test, Section 5.4 and Sections 6.1 through 6.5, is not expected to differ from the May 5, 1993 draft revision.
If the approved revision does differ from the draft, we will have to reevaluate our commitment to performing the modified t
performance test.
In addition to the discussion on the modified performance test, the telephone conversation concerned the one minute rating of the batteries. We have reviewed our records and confirmed that the one minute rating of the batteries is 1525 Amps down to 1.81 volts / cell. This rating corresponds to a test duration of one minute.
This letter is accompanied by an affidavit.
