ENCLOSURE 1 VOGTLE ELECTRIC GENERATING PLANT - UNITS 1 & 2 REPLY TO A NOTICE OF VIOLATION NRC INSPECTION REPORTS 50-424:425/93-12 The following is a summary of the violation as cited in the Notice of Violation (NOV). Since inspection report 50-424;425/03-12 was categorized as " Safeguards Information" by the NRC, only a brief summary is provided below which is not considered " Safeguards Information." A section of the protected area (PA) was identified on May 11,1993, with lighting that did not meet the requirements for adequate lighting measured horizontally at ground level. Additionally, the inspector identified on page 3 of the inspection report that procedure 90206-C,-
- Protected Area Lighting System" contributed to the violation.
"This is a Severity Level IV violation (Supplement li!)." RESPONSE TO VIOLATION (50-424:425/93-12-01) Admission or Denial of the Violation: The violation occurred as stated. Reason for the Violation: The violation is attributed to lighting not being adjusted for maximum effect at the time the inspector took his readings. This resulted in less than adequate lighting measured horizontally at ground level. Additionally, materials are routinely added and removed from the area, resulting in changes to lighting conditions in the immediate area. After a review of Procedure 90206-C, Georgia Power Company does not believe the procedure itself was a contributing factor in this violation. Although the procedure test sheet does not require a description of the specific location of individual light readings, when deficient readings are noted a security report is prepared which details the specific location (s) of the deficiency and the compensatory measures taken. Georgia Power Company believes this provides adequate documentation of lighting deficiencies and no additional benefit would be realized by providing more descriptive location details on the procedure test sheet. Corrective Steps Which Have Been Taken and the Results Achieved: Appropriate compensatory action was established immediately when the deficiency was discovered on May 11,1993. The light was then repositioned on May 11,1993, to meet the requirements for more than 0.2 footcandles measured horizontally at ground level. Due to materials being routinely added or removed from the area, security patrol checks have been implemented to ensure continued compliance. A review of procedure 9G206-C was performed to determine if a revision was wanranted due to this violation. l
