Dear Colonel Naughton:

Subject: Inspection No. 50-47/93-02

A safety inspection of the reactor facility (License Number R-65) decommissioning activities was

conducted by Mr. Thomas Dragoun and Ms. Laurie Peluso of this of5ce on April 26-29,1993.

The inspection included a radiation survey to confirm your report that the decontamination of

the facility was complete. Our findings were discussed with you and other members of the

facility staff by Mr. Dragoun and Ms. Peluso at the conclusion of the on-site portion of this

inspection.

The inspectors coordinated a confirmatory radiological survey by an NRC contractor, Oak Ridge

Institute for Science and Education (ORISE), discussed questions with the facility staff regarding

your termination survey report, and summarized the final information and actions needed to

result in a recommendation to terminate your reactor license. Subsequent to the on-site visit,

your additional record and report submittals were reviewed in the Region I office. Details of

this review are included in the enclosed inspection report.

All aspects of the inspection were completed on June 24, 1993. Based on this and previous

inspections, we have concluded that you have completed the reactor decommissioning activities

in accordance with requirements speci5ed in your NRC-approved Decommissioning Plan, as

amended.

The results of the ORISE and U.S. Army Environmental Hygiene Agency

(USAEHA) radiation surveys (copies enclosed) con 5rmed that the reactor facility has been

successfully decontaminated to allow for its unconditional release. We will inform the NRC

Office of Nuclear Reactor Regulation of our finding regarding this matter.
