Subject:

NRC Inspection No. 70-371/93-02 An announced safety inspection of decommissioning activities at your facility was conducted by Mr. Roth on May 17-21, 1993. The inspection findings were discussed with you on May 18,1993 and with members of your staff telephonically on May 24,1993.

Areas reviewed during the inspection were impbrtant to public health and safety and are discussed in the enclosed inspection report. These areas included a review of operations at the facility and observation of a confirmatory survey conducted by the NRC contractor, the Oak Ridge Institute for Science and Education.

All operations of the facility have been terminated with the exception of decommissioning and decontamination activities. Preliminary results of the surveys conducted by the NRC contractor during this inspection indicated that you have completed cleanup of the surveyed facilities in an appropriate manner, and no areas were identified during the survey that appeared to require additional cleanup or remediation. However, as discussed.in the enclosed inspection report, we are concerned that uranium contamination has been identified in sludge samples taken by your staff from a sewer line pumping station sump about 0.1 mile from the site entrance. The analytical results showed uranium concentration in the sludge samples that were about eight times the NRC established remediation guidance value for soil.

It is our understanding that you will resample the sump to validate the results and, if confirmed, you will develop a characterization /remediation plan for the contamination, and you will submit this plan to the NRC for review. Within the scope of this inspection, no violations of regulatory requirements were identified.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosure will be placed in the NRC's Public Document Room unless you notify this office within 10 days of the date of this letter that you intend to request withholding of information under 10 CFR 2.790(b)(1). This notification can be made to the Chief, Document Control Section, USNRC, Region I at (215) 337-5223.
