SUBJECT:
SPECIAL STUDY REPORT, "0PERATIONAL DATA ANALYSIS OF SHUT 90WN AND LOW POWER LICENSEE EVENT REPORTS" Enclosed for your information is an Office for Analysis and Evaluation of Operational Data (AE00) report entitled, "The Operational Data Analysis of Shutdown and Low Power Licensee Event Reports." This report documents the results of our analysis of operational experience during shutdown and low power (SD/LP) operations. This study represents AE0D's contribution to the staff's evaluation of SD/LP operation at commercial nuclear pcwer plants in the United States.
The enclosed report provides an evaluation of the previous five years of SD/LP operating performance and describes the approach which 1
AE00 intends to use to tanitor future industry performance.
This report analyzes LERs from January 1987 through the first quarter of 1992.
Currently, AE0D is beginning an evaluation of all 1992 SD/LP operational d;ta.
We expect to issue a report summarizing the industry's 1992 SD/LP performance later this year. We expect to follow this analysis in 1994 with a report summarizing our review of industry SD/LP data for 1993. At this point, we will evaluate the need and frequency for future evaluation of SD/LP operational performance.
