Enforcement Conference q

An enforcement conference was held'with representatives of the NRC Region III Office and Steel Warehouse Company on May 28, 1993. This conference was conducted in response to preliminary findings of the inspection conducted from April 22-- 30, 1993, in which three apparent violations of NRC requirements were identified. The inspect _ ion findings are documented in Inspection Report No. 99990003/93005(DRSS) transmitted-to the licensee by letter dated May 21, 1993.

i The purpose of this conference was to (1) discuss the apparent.

4 r-violations, causes, and the licensee's corrective actions; (2)-provide the licensee the' opportunity to point out-any errors in the inspection report; and (3) discuss any additicnal information which would help determine the oppropriate enforcement action.

The licensee's representatives were in agreement with the facts as presented in Inspection Report No. 99990003/93005(DRSS) and the apparent violations with one exception.

The licensee stated that its-staff is authorized to install gauging devices in accordance with the procedures 1

in the instruction manual provided by Data Measurement Corporation.

The licensee described the events which led to the violations,. including root causes and corrective actions taken or planned.

In summary, the licensee implemented the following corrective ~ actions:

(1) Radiation--

safety training was provided to all Steel Warehouse employees by Data Measurement Corporation including a review of the applicable NRC regulations. This' training was-videotaped and will be used as'an orientation training for new employees.

(2) Packaging and shipping of-all gauging devices will be handled only'by Data Measurement 2

Corporation.

(3) New signs have been placed near the gauges including radiation warning signs and a reminder to keep hands out of gauge jaws.

(4) All gauging devices have been color coded with tape to assist the workers in distinguishing between isotope and x-ray devices.

(5) A radiation monitoring device has been purchased.

(6) Surveys have been performed around all gauging devices and records are filed for reference as needed.

(7) NRC booklets entitled " Working with Gauges" have been installed at each isotope gauge operator station.

(8) All required labeling and gauge indicator lamps have been replaced.

(9) Film badges have been obtained as a temporary precautionary measure to gather information on radiation received by employees. With resoect to corrective action (1), the licensee was advised to add emergency procedures to Steel Warehouse's Standard Operating Procedures (SOP), and to review all applicable SOPS on an annual frequency.

With respect to corrective actions (3) and (8), the licensee was informed that a periodic visual inspection will help ensure that these actions are maintained. The licensee agreed to make these two adjustments to their corrective actions.

At the conclusion of the meeting, the licensee's representatives were informed that they would be notified in the near future of the final enforcement action.
