SUBJECT:

OPERATION OF MAP IDR KILN #621 On May 21, 1993 your staff reported that one of the two nuclear criticality safety barriers on your Integrated Dry Route process had been lost when clogging occurred in an automatic powder sampling line which had been recently modified. You shut down that process while an investigation and a root cause analysis was performed and corrective actions were taken. We have reviewed the results of your root cause analysis and your proposed corrective actions which you submitted by letter on May 26 and by facsimile on May 25 and June 4, 1993.

We have also conducted several discussions with members of your staff to clarify the. submitted information.

Based on our review, we have no objection to your decision to restart the subject operation. This was communicated to Mr. W. Goodwin of your staff by Mr. E. McAlpine of this office during a telephone conversation on May 8,1993.
