- SEQUOYAH RESTART ISSUES This refers to the meeting conducted at our request at the Region II Office in Atlanta, Georgia, on June 14, 1993. The purpose of the meeting was for you to present to the NRC Restart Panel the status of your actions to identify items and/or programs to be corrected prior to restart of the Sequoyah Units.

A list of attendees, a meeting summary and a copy of your handouts are

It is our opinion that this meeting was_ beneficial to us in aiding our understanding of the actions that you are taking to prepare the Sequoyah Units for restart.

ENCLOSURE 2 MEETING

SUMMARY

At the request of the NRC staff, TVA representatives met with members of the -

NRC Restart Panel for Sequoyah to describe the status of actions taken and planned prior to restart. of Sequoyah. The TVA representatives reaffirmed July 23, 1993, as the planned criticality date for Unit 2.

They described the processes used by TVA for identification of work to be completed prior to restart and the performance measures used to monitor the status of this work.

They reported that approximately 47 percent of identified hardware deficiencies would be corrected prior to restart.

NRC representatives questioned the bases and criteria used by TVA for the application of various backlog review processes. The NRC representatives said that they were considering rescheduling an Operational Readiness Team Inspection to an earlier date in order to provide about three weeks of evaluation time between the end of the inspection and an NRC decision on restart. The NRC and TVA representatives agreed to continue discussion of these issues during the status meeting scheduled for June 23, 1993, at the Sequoyah site.
