Docket No. 50-412, License No. NPF-73 Proposed Operating License Change Request Nos. 1A-175/2A-37 Simplification of RETS per Generic Letter 89-01 Pursuant to 10 CFR 50.90 Duquesne Light Company requests an amendment to the above licenses in the form of changes to the technical specifications.

The proposed changes will relocate portions of the Radiological Effluent Technical Specifications (RETS) to the Offsite Dose Calculation Manual (ODCM) or to the Process Control Program (PCP) per NRC Generic Letter 89-01.

The proposed technical specification changes for Unit No. 1 and Unit No.

2 are presented in Attachments A-l'and A-2, respectively.

Tha safety analysis (including the no significant hazards evaluation) is presented in Attachment B.

The typed replacement techn' cal specification pages are presented in Attachments C-1 and C-2, and the-o Offsite Dose Calculation Manual (ODCM) is presented in Attachment D.

This revision of the ODCM is proposed Issue 3 and will be implemented after approval of the ' attached Technical Specification Change Request.

This change has been reviewed by'the Onsite Safety committee and Offsite Review Committee.

The change was determined to be safe and does not involve a

significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.

The requested target date for approval of this prope i change is December 15, 1993, to comply with revised 10 CFR Part 20, which is to be implemented by January 1,

1994.
