RESPONSE TO GENERIC LETTER 92-08, " THERM 0-LAG 330-1 FIRE BARRIERS," SEQUOYAH NUCLEAR PLANT UNITS 1 AND 2 (TAC N05. M85604 AND M85605)
By letter dated April 15, 1993, you provided a response to Generic Letter (GL) 92-08 for the Sequoyah Nuclear Plant, Units 1 and 2.
Your response stated that the Thermo-Lag fire barriers installed at the Sequoyah plant were qualified by Thermal Science Incorporated, based on the vendor's understanding of the NRC guidance in existence at the time of installation.
Although Thermo-Lag barriers were evaluated and may have been considered qualified, the results of recent tests and inspections indicate that further actions are now necessary to address fire endurance and ampacity derating of Thermo-Lag barriers.
In your letter, you indicated that, because you could not confirm acceptability of the ampacity derating test configurations relied upon for the ampacity derating factors used for raceways protected by Thermo-Lag, you have implemented in-house testing to independently verify the adequacy of the Thermo-Lag installations in regard to cable ampacity.
In addition, your response indicated that you have not evaluated the deviaticas from the tested fire barrier configurations and installation methods provided by Thermal Science Incorporated.
You further stated that appropriate actions to resolve fire barrier concerns are being developed through an industry program coordinated by NUMARC, and you would apply the results of the industry program, when completed, to the Thermo-Lag installations at Sequoyah.
Compensatory measures for an iaoperable barrier are in place and will remain in place until the fire barriers can be declared operable.
Your response to GL 92-08, however, did not provide a schedule by which corrective actions would be completed.
The staff expects that licensees referencing the NUMARC program as the basis for establishing the acceptability of the Thermo-Lag installation at their facility will review the results and inform the NRC of the necessary aC 19tE CENTEfl C8PY

In accordance with the reporting requirements of GL 92-08, we request that you also confirm, in writing, completion of the corrective actions.
The information requested by this letter is within the scope of the overall burden estimate in Generic Letter 92-08, which was an average of 300 person-hours for each addressee's response. This request is covered by Office of Management and Budget Clearance Number 3150-0011, which expires June 30, 1994.
