By letter dated July 9,1992, the Power Authority of the State of New York (PASNY) responded to Generic Letter 92-01, Revision 1.

The staff has completed a preliminary review of the PASNY response and identified the need for additional information in order to complete our review. We, therefore, request that PASNY provide a response to the questions enclosed.

In order to support completion of our final review on schedule, we request a response within 60 days of receipt of this letter.

This requirement affects one respondent and, therefore, is not subject to Office of Management and Budget review under P.L.96-511.

t ENCLOSURE RE0dESTFORADDITIONALINFORMATION FITZPATRICK RESPONSE TO GENERIC LETTER 92-01 1.

The response to Question 2.a in Generic Letter'(GL) 92-01 indicates.that the initial upper-shelf energy (USE) values for all beltline submerged arc welds, except for the surveillance weld, are not known. A Topical Report, NED0-32205, "BWR Owners' Group Topical Report on Upper Shelf Energy Equivalent Margin Analysis," regarding beltline materials with low USE, was submitted by General Electric Corporation'(GE) on April 30, 1993.

Please confirm that this topical report will be used as the licensing bases to demonstrate that all beltline welds will meet the USE requirements of 10 CFR Part 50, Appendix G.

The response to Question 2.b in GL 92-01 indicates that data from the drop weight test and Charpy test for beltline materials is either absent or 4

incomplete for initial RT determination. An alternate method developed by GE was used to derive UIe initial RT for these materials.

In the GE method, the establishment of the slope Io'r the transition zone of the Charpy curve is crucial in deriving the initial RT from incomplete test or data. Please provide all plate and weld Charpy test curves compiled by GE for establishing the 2 "F per ft-lb slope for the transition zone of the Charpy curve. All test data must be from materials equivalent to the beltline materials of this reactor vessel (i.e., same vendor, fabrication time frame, fabrication process, material specification, etc.).

The response to Question ?..b also indicates that the chemistry data for Weld 1-233 and Weld 2-233 are based-on the " analytical combination" of separate chemistry data.

Please identify these separate chemistry data and their sources from which this analytical combination was made.
