Enclosed is an application for an export license (XSNM02755), recently received by the Nuclear Regulatory Commi'ssion, for the export of 11,8 kilograms of low-enriched uranium and 110 grams of plutonium in the form of 20 irradiated fuel rod segments.for._ post irradiation examination at the Halden Reactor Pro. ject in Norway.

Before taking action on this request, we would appreciate your views, from the overall perspective of the Executive Branch,'as to whether the proposed exsort meets the applicable criteria in the Atomic Energy Act of 1954 as amended )y

the Nuclear Non-Proliferation Act of 1978.
