Dear Ms. Bailey:
Tne U.S. Nuclear Regulatory Commission has recently initiated a program to address former burials of low-level radioactive waste, which were authorized under a section of our regulations (10 CFR 20.304) that was subsequently revoked in 1981.
As a part of this program, we are attempting to determine the present status of a waste disposal area used by the University of Miami to dispose of low-level radioactive wastes in the approximate time span, 1946-1970.
The area, slightly over one acre, is in Perrine, Florida, on property that was formerly part of the Richmond Naval Air Station. We are requesting your assistance to help us identify who owns or has legal possession of this site.
This site was the subject of an inquiry by Mr. George Perryman, Assistant Regional Administrator, Office of Public Buildings and Real Property, General Services Administration (GSA), dated March 13, 1984, to which NRC responded in a letter dated May 18, 1984 (Enclosures 1 and 2). A radiological survey of the site-(Enclosure 3) was also conducted in 1985 oy an NRC contractor, the Oak Ridge Institute of Science and Education (at that time, Oak Ridge Associated Universitie.4). To determine its current status, one of our regional inspectors, together with a representative from the Florida Office of Radiation Control, visited the site on April 14, 1993.
It appears from their preliminary survey that the buried material remains onsite and that the fence and posting that existed in 1985 were destroyed by Hurricane Andrew.
Our inquiries over the last several weeks, including contacts within GSA, now lead us to believe that the site is under Federal control and may possibly still be in the GSA inventory.
Since NRC is a regulatory agency, and does not, itself, perform remediations, it is important for us to identify the current party responsible for the site.
Our immediate objective is to ensure that the site is properly fenced and posted.

Property USA, 301 N. Miami Avenue, Room 305, Miami, Florida 33128-7702.
I have also included a map, that we received from the U.S. Corps of Engineers, on which I have indicated our best estimate of where the site is located.
