Dear Secretary Chilk:
By this letter I submit the comments of Local 1245 of the International Brotherhood of Electrical Workers, AFL-CIO, to the proposed modifications to fitness-for-duty program's requirements for random urine testing, published in the Federal Register of March 24,1993, Volume 58, No. 55, pages 15810-15813. Local 1245 represents the physical and clerical employees of the Pacific Gas and Electric Company at the Diablo Canyon Nuclear Power Plant.
We share the Commission's concern for nuclear safety and we readily accept the Commission's stated objective of assuring that l
all employees who report to work at nuclear power plants are fit l
for duty.
At the same time, we are extremely conscious of what the l
Commission refers to as the " social costs" of random urine testing, and we believe that the Commission has underestimated the adverse impact which random urine testing has had on the morale of workers at nuclear power plants. The cause-le.ss and personally invasive nature of random urine testing have had a significant effect on the spirit and daily attitude of our members; while they do not object to for-cause testing, they fmd random testing to be a needless invasion of their privacy.

Without waiving our ongoing or future constitutional challenges to random urine testing, it is our deeply held belief that the Commission's recognition that less is better would begin the process of restoring the morale of workers at nuclear power plants.
