Limerick Generating Station, Unit 2 Issuance of Revision 1 of the Core Operating Limits Report for Unit 2, Cycle 3, Reload 2 Gentlemen:

Enclosed is a copy of Revision 1 of the Core Operating Limits Report (COLR) for Limerick Generating Station (LGS), Unit 2, Cycle 3, Reload 2, that was issued on June 8, 1993.

This COLR provides the cycle-specific parameter limits for:

Average Planar Linear Heat Generation Rate ( APLHGR); Minimum Critical Power Ratio (MCPR);

Flow Adjustment Factor (K ); Linear Heat Generation Rate (LHGR);

r Rod Block Monitor (RBM) flow biased upscale and high flow clamped setpoints; and Main Turbine Bypass System Operability for LGS, Unit 2, Cycle 3, Reload 2.

These values have been determined using NRC-approved methodology and are established such that all applicable limits of the plant safety analysis are met.

Philadelphia Electric Company (PECo) is currently operating twelve (12) commercially available qualification fuel bundles (QFBs) in LGS, Unit 2.

These QFBs were originally loaded during Reload 1 (i.e.,

Cycle 2) and are currently operating in their second cycle (Cycle 3).

Detailed descriptions of the QFBs were provided in PECO letter dated March 11, 1991.

Of the 12 QFBs, four (4) are ABB Atom (ABBA) Inc. SVEA-96

QFBs, four (4) are Siemens Power Corporation (SPC)

(formerly Advanced Nuclear Fuels) 9x9-9x+ QFBs, and four (4) are General Electric (GE) company Gell QFBs.

The SVEA-96 and SPC 9x9-9x+ QFBs have been designed to be mechanically, thermal-hydraulically, and neutronically compatible with the LGS Unit 2 Cycle 2 GE9B reload l

fuel bundle (i.e., GE9B-P8CWB325-9GZ210GZ-80M-150-T).

The SVEA-96 and SPC 9x9-9x+ QFBs have been conservatively monitored in the plant process computer to the GE9B linear heat generation rate (LHGR) limits (i.e., MLHGR and APLHGR).

Analyses performed by ABB and Siemens have demonstrated the GE9B LHGR limits are bounding for the SVEA-96 and SPC 9x9-9x+ QFBs.

U.S. Nuclear Regulatory Commission Juno 17, 1993 Docume,nt Control Desk Page 2 the QFBs have been operated such that they will not be limiting fuel bundles with respect to thermal limits.

Recently, during LGS Unit 2, Cycle 3 operations, difficulties have been encountered in monitoring LHGR margin between the lead fuel bundles in the core and the QFBs.

These difficulties arose in part due to a late Cycle 3 core design change aimed at mitigating the effects of the Cycle 2 fuel failure on Cycle 3.

This core design change resulted in increased power levels in the core regions containing the SVEA-96 and SPC 9x9-9x+ QFBs.

In order to mitigate the current operational difficulties and to maintain adequate margin between the limiting fuel bundles and the QFBs, ABB Atom, Inc.,

and Siemens Power Corporation have performed analyses to justify less restrictive LHGR operating limits for their respective QFBs.

The revised QFB LHGR operating limits have been incorporated into the LGS Unit 2, Cycle 3 COLR which is enclosed.

This COLR was issued to the LGS staff on June 8, 1993, for LGS, Unit 2, and is being submitted to the NRC in accordance with LGS, Unit 2 Technical Specifications (TS) Section 6.9.1.12.
