2 DISCUSSION / CONCLUSIONS (Meeting began at 3:00 P.M.)

Election of ACRS Officers (Closed)

The Chairman should remind the Comittee that an election for the office of Member-at-Large will be held at the May 1993 meeting.

Those.

individuals not interested in being considered-for. this office should withdraw their name from consideration by written notice to the Executive Director no later than April 29, 1993.

Dr. Larkins noted that the ACRS staff will forward a letter to the Comission after the May meeting informing.the Comission of the slate of new ACRS officers.

2.

Status of Multilateral Meetina (0 pen)

The formal invitation to this meeting has not been received from the French / Germans.

They have been notified that October 11-15, 1993, is acceptable to the ACRS for the meeting.-

'No comments have been received from the Comissioners on the notification to them of the Comittee's intent to go to France in October 1993 for the multilateral meeting. They were notified of the Comittee's intent to go to'this meeting in an ACRS office memorandum sent to them on An ney 22, 1993.

3 Dr. Larkins noted that the Office of the Controller has suggested that ACRS foreign travel be minimized for budget purposes. No specific numbers were given. However, since not all Committee members are likely to attend the October 11-15, 1993 meeting, this might not be a problem.

The Subcommittee members agreed that a poll of the Comittee mmebers should be taken to find out how many of them are planning to attend the meeting.

Guidelines for Private Messaaes on the BBS (0 pen)

The Subcommittee members agreed to a new " DISCLAIMER" statement (See Attachment) for the BBS providing the guidelines for private messages and the policy on oversight of the BBS.

This should be brought to the attention of the Committee members at the March meeting and should be put on the BBS for members' attention.

The Committee members should look at the proposed assignments and comment as appropriate. This list of proposed assignments will be provided to the Committee for consideration and discussion.

The list of topics proposed for consideration by the full Committee was discussed.

A revised version will be provided for consideration by the full Committee members.

Use of Freouent Flyer Incentives (0 pen)

The Subcommittee members agreed that the Committee members should be given a chance to discuss the latest instructions on use of their frequent flyer incentives that are obtained when purchasing government travel tickets.

Meeting was adjourned at 6:00 p.m.

  • The system operators (Sysops) have access to all messages and files left on this system, including " Receiver Only" (private) messages addressed to persons other than the Sysops. The Sysops will not normally read or make copies of private messages of files.

If an information request is received under the Freedom of Information Act and the Executive Director (or his designee) determines that there is a likelihood that the BBS may contain relevant messages or files,.then the Executive Director or his designee will read all messages and files, both public and private, to determine their relevancy to the request. Authors of all electronic records relevant to a FOIA request will be notified by the Executive Director or the FOIA Officer and be given the opportunity to participate in the process of determining the record's releasibility.

If the Executive Director (or his designee) determines that there is probable cause that the BBS is being used to store or transmit classified information or used to commit " waste, fraud, abuse, or mismanagement", the Executive Director (or his designee) may read and/or make copies of private messages or file c.s part of his investigation of the matter. If a private message or file is res and/or copies are made, the author (s) and the Committee Chairman will be notified by the Executive Director or his designee.

The Sysops are not responsible for any actions or follow-up that may be stated or implied in a message, unless the message'is either directly addressed to a Sysop or a copy is routed to a Sysop for action.

Messages killed by a BBS user are immediately removed from BBS user access and automatically erased from the disk each Friday night. Should a message be inadvertently killed, you may request a Sysop to reconstitute it during the same week that it was killed. Messages not killed by the user are automatically erased three months after being posted.
