Dr. Catton's Reacoointment The reappointment of Dr. Catton to his second four-year term on the Committee has been approved by the Commission.
Dr. Seale's Accointment Dr. Seale's initial appointment has been approved.

Status of Action Related to Mark Stella's Reaopointment (Closed)
Mark Stella's second term as an ACRS Fellow expires on March 3, 1993.

Election of ACRS Officers (Closed)
Dr. Shewmon's term expires on May 31, 1993.
Section 7.5 of the ACRS bylaws states that "... a special election....
shall be held at-the earliest regularly scheduled meeting following the announced need to fill the positions (s)."

3 The Subcommittee suggests that the Committee have an election at the May 1993 ACRS meeting to elect a new officer.
Those individuals not interested in being considered should withdraw.their names from consideration, by written notice to the Executive Director, no later than April 29, 1993.
Note:
The Committee decided at its February 11-13, 1993 meeting that an election should be held during its May 1993 meeting to select a " member-at-large."- Following Dr. Shewmon's retirement from the Committee in May 1993, Dr. Wilkins will become the Chairman and Mr. Carroll will become the Vice-Chairman starting for the June 1993 meeting.

New Members (Closed)
List of Nominees As of this subcommittee meeting, thirteen new applications for new members
-have been received for the vacancy on the Committee that will be created on Dr. Shewmon's departure. In addition, there are seven carryovers from the list that the Committee wished to carryover from last year.
The Commissioners have asked that four nominees, three of which the Committee has dropped, be reconsidered.

4 Replacement for Dr. Shewmon The consensus of the Subcommittee was that the member to be selected to fill the vacancy created when Dr. Shewmon leaves the Committee be a recognized mechanical engineer / metallurgist.

Status of Multilateral Meetina (0 pen)
A tentative date for the second multilateral meeting of nuclear safety advisory committees is scheduled for the week of October 11-15, 1993, in France.
Potential problems associated with funding this foreign travel are being resolved; it is anticipated that this trip can be funded from the FY 1993 budget.
This will require that the airline tickets and a registration fee, covering room and board, be paid in FY 1993.
The Subcommittee suggests _that the Committee agree that the meeting should be held the week of October 11-15, 1993. The ACRS staff will tell the RSK and GPR of the suitability of those dates.
The GPR will send a formal invitation to the ACRS after being informed on the suitability of the dates.
6.
International Conference on Reactor Safety Assessments (0 pen)
The ANS is an invited cosponsor for an International Conference on Thermal Reactor Safety Assessment, to be held in the United Kingdom in May 1994.
Eric Beckjord is a member of. the organizing committee for the conference.
He_has written a letter to the Committee dated January 25, 1993, asking for names of those that may be interosted in participating in the meeting.
The members should share this information with their colleagues that may -
wish to participate and contribute papers. Abstracts are due by May 31, 1993.
Dr. Wilkins asked the ACRS staff to find the exact dates and location of the conference.
Note:.The exact dates and location have not been determined at this. time.
The Committee will be informed at such time that this information is available.

ACRS Budaet (0 pen)
A copy of the ACRS budget with projections through the end of FY 1993 was

discussed.
A sizeable amount of funds are available in FY 1993 for additional ACRS-sponsored work.

Future Activities (0 pen)
The list of topics proposed for consideration by the full Committee was discussed.
A revised version will be provided for consideration by the full Committee.
9.
ACNW Review of On-Site Storace of Low level Waste The Subcommittee suggested that the Connittee should have no objection to a March 1993 ACNW session that discusses on-site storage of low level wastes, as mentioned in a memorandum from G. Gnugnoli to R. Savio, dated February 8,1993. It was noted that this an exception to the ACRS/ACNW division of responsibilities.

aCRS Trainina of Russian GAN Specialists Two Russian GAN Specialists are scheduled for a one-day training session i
on June 3, 1993 in the ACRS office on the functions of the ACRS.

The Subcommittee suggests that the ACRS staff conduct this training with a possible introductory session from the ACRS Chairman.
An outline of this training session will be provided to the Committee at a later date.

Privacy of ACRS Bulletin Board Messaces i
J. Carroll questioned the need for the ACRS staff (SYS0P and COSYS0P) to monitor private Bulletin Board messages to detect any " waste, fraud, or abuse." that might occur.
However, it was not clear that there is a requirement to monitor messages to detect any waste,-fraud, or abuse that might occur.
It was agreed that this matter needs final resolution and may require a formal legal / policy determination.

Privacy and Use of the ACRS Bulletin Board Mr. Carroll discussed his understanding of the Committee's policy with regard to the need for priyacy on the use of the Committee's bulletin board system.
Notei During the February 11-13, 1993 meeting, the Committee agreed that the SYSOP/COPYSOP must not read private messages on the bulletin board system.
If "other evidence" that fraud, waste or abuse may exist with regard to the use of the bulletin board system, the 'SYSOP must-first obtain the permission of the ACRS Chairman and the Executive' Director to read any member's private messages and should report his findings back to the ACRS Chairman and Executive Director.
Users of the bulletin board system should label only those messages
" private" that they really want to be kept private.
