SUMMARY
Divldino License SNM-1067 In mid-June 1993, CE plans to submit an amendment request to divide License SNM-1067 into two licenses, one for-manufacturing operations and the other for laboratory R&D operations. The purpose of the division is to simplify the termination of the manufacturing operations without impacting the ongoing product development operations.

Charles Emeigh As part of the division, CE plans to request that NRC limit the laboratory's SNM possession limits to less than 350 grams of U-235, effective September 30, 1993.
CE indicated that since the division of the license is administrative and the proposed laboratory license is R&D in nature, this action should qualify for a categorical exclusion under 10 CFR Part 51, and thus, an environmental assessment is not warranted.
Since on or before September 30, 1993, CE anticipates ceasing fuel manufacturing operations, following the division of the license, CE will submit an amendment application to reduce the scope of activities for the manufacturing license.
In August 1993, CE plans to inform the NRC of its schedule for terminating manufacturing operations at the Windsor facility in accordance with 10 CFR 70.38.
Followin'g the shut down of the fuel manufacturing operations, CE plans to decontaminate and decommission those buildings used exclusively for commercial fuel manufacturing activities. The remaining buildings will be authorized in the laboratory license for ongoing use by the laboratory for other operations on site, such as NRC License 06-00217-06. The manufacturing license will be terminated.
Decommissionina Fundina Plan (DFP) j Although both licenses will refer to the same DFP (dated July 2,1992), CE intends to eventually divide the DFP into two Plans, i.e., one for the manufacturing license and one for the laboratory license.
