EXEMPTION FROM THE REQUIREMENTS OF 10 CFR 50.54(y) FOR THE TROJAN NUCLEAR PLANT (TAC NO. M85706)
By letter dated January 27, 1993, Portland General Electric Company requested, in part, an exemption from the'10 CFR 50.54(y) requirement that a licensed senior operator must approve any emergency action which departs from a licensed condition or Technical Specification.
Based on the considerations discussed in the exemption, we have concluded that the information provided, and the actions described in the application, form an acceptable basis for granting the enclosed exemption.
The Commission has determined, pursuant to 10 CFR 50.12, that the exemption is authorized by law, will not present an undue risk to the public health and safety, and is consistent with the common defense and security.
A copy of the exemption is being forwarded to the Office of the Federal Register for publication. Also enclosed is a copy of the Environmental Assessment and Finding of No Significant Impact.
