SUBJECT:
NOTICE OF VIOLATION NRC INSPECTION REPORT NO. 70-1257/93-03 This refers to the routine inspection conducted by Messrs. C. A. Hooker.and R. Bocanegra of this office on April 12-16, 1993. The inspection included a review of activities authorized for your Siemens Power Corporation facility in Richland, Washington..At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the inclosed report.
Areas examined during this inspection are described in the enclosed inspection report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations of activities in progress by the inspectors. The purpose of the inspection was to determine whether activities. authorized by the license were conducted safely and in accordance with NRC requirements.
Based on the results of this inspection, certain of your activities appeared to be in violation of NRC requirements, as specified in the enclosed Notice of Violation (Notice).
The violations are of concern because they were identified by the NRC and could have been prevented had adequate attention to detail and management control over your training, waste disposal, and transportation programs been applied.
t You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response.
In your response, you should document the specific actions taken and any additional actions you plan to prevent recurrence. After reviewing your response to this Notice, including your proposed corrective actions and the results of future inspections,.the NRC will. determine.whether further NRC enforcement action is necessary to ensure compliance with NRC regulatory requirements.
The responses directed by this letter and the enclosed Notice are not subject i
to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, Pub. L. No.96-511.
