SUMMARY

OF MEETING. HELD ON MAY 14, 1993, TO DISCUSS THE SOFTWARE PROGRAM MANUAL (SPM)

A public meeting was held on May 14, 1993, between representatives of the Nuclear Regulatory Commission (NRC) and ABB-CE. The purpose of the subject meeting was to discuss the staff's review of the final section (Section 9,

" Criteria for Changes to the Software Program Manual") of the ABB-CE Sys-j tem 80+ SPM. The staff was concerned that Section 9 provided future software developers with too much latitude regarding adherence to the requirements of the SPM.

The attendees at the meeting were:

Mike Waterman NRC The staff discussed the relationship of the SPM to the design certification.

The SPM is to be a Tier 2 document that will be submitted to the Federal i

Reaister. The SPM is to be a reference document that cannot be radically changed withour prior NRC approval.

Specific sections of the SPM will be excluded from 10 CFR 50.59 revisions. These areas will be defined in the staff's safety evaluation report.

The NRC will review the SPM and indicate in a marked-up copy those areas of the SPM that cannot be changed without prior NRC approval. Additionally, the staff will provide ABB-CE with a " canned" statement to be used in the SPM to indicate those areas that require staff approval for modifications.

ABB-CE will provide comments on the areas of the SPM that, if changed, may involve an unreviewed safety issue. Section 9 will be rescinded until this review effort is completed.
