SUMMARY

(NRC INSPECTION REPORT NO. 70-1257/93-06)

This refers to the Open Enforcement Conference held by the Deputy Regional Administrator and members of the regional staff on May 17, 1993, at the NRC Region V office with you and other senior managers of your staff. This

_ meeting concerned activities authorized for Siemens Power Corporation in the Richland, Washington facility. The purpose of the enforcement conference was to discuss the apparent violations and weaknesses identified during an L

Augmented Inspection Team (AIT) inspection (NRC Inspection Report No. 70-l 1257/93-02), and the subsequent in-office review of the AIT findings, as described in NRC Inspection Report No. 70-1257/93-05, dated April 30, 1993, and the corrective actions taken or planned by Siemens in response to these findings. These findings were based on the review of the event that occurred on February 7,1993, involving the inadvertent discharge of a large quantity of low enriched uranium from the confines of its process system into a lexan enclosure. A copy of the NRC's enforcement conference report is enclosed.

i We are continuing our review of the issues discussed at the conference to determine the appropriate enforcement action.

In accordance with 10 CFR 2.790 of the Commissions Regulations, a copy of this letter and the enclosures will be placed in the NRC's Public Document Room.
