I am wntmg to cxpre.ss my c nxm over Louisiana Energy Services' proposal to construct a j

uramum ennchment plant near tn low-income Afncan-American communities in rural Lousiania. For a number of reasons I strongly urge vou to denv LES' application to construct this faci!ity.

Erst, another urmium enrichment facility is simply not needed. Already, there is a worldwide overcapaaty for producing ennched uranium, even while the DOE's enrichment plants are working at 50% of capaaty. Thus, the uranium ennchment plants are not even needed.

Moreover, the t schnology to be used in the LES plant can be used to produce the highly ennched uranium used in creating nudear weapons. As the recent Iraq debade has shown, we should be extremely cautious m authorizing the use of any technologies that could fallinto the hands of parties Ashing to create nudear devices, Many residents around the preposed site are extremely womed about the possibility of pollution escaping from the plant. I orty f anulies within 5 miles of the facibtv rely on underground wells for their danking su pomt of concem.pply; since groundwater is notoriously easy to pollute, this seems like a serio Many elderly residents near the facihtylack transportation to flee the area should there by a nuclear acadent; how will their needs be pmvided for in the case of an acadent? Finally, the massive contamination and peUution around numerous nudear sites in our countrv demonstrates just how easy it is for an area to become contaminated. No one wants any more Ilanfords in the United States.

Fmally and perhaps most importantly, the location of the site is of extremely concern. Is it coincidental that IIS choose to s;te the enrithment facilityin a predominantly African-American, pohtically disenfranch: sed nei;hberhood? Of course not! This is a dassic example of enumnmental racism, m whib facdities no one else wants are situated in neighborhoods of people of color. If LES really wants to build this facility, let it be built amidst tfie wealthy suburbs where 1W rorporate esecutives hve.

Because of these very serious concems, I urge that LES not be given a permit to construct a uranium enrichment fanlity at Homer, Louisiana. Thank you very much for your attention and concem.
