Dear Mr. Gipson:
This confirms our plans as discussed between Mr. M Phillips of this office and Mr. R. Newkirk of your staff to hold a meeting at 11 a.m. (EDT) on Thursday, July 1,1993, at the NRC Region III office, 799 Roosevelt Road, Glen Ellyn, Illinois.
This meeting is an enforcement conference to discuss the apparent violation concerning the fact that both divisions of the Post Accident Monitoring for wide range drywell pressure were technically inoperable at the same time for longer than 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> as a result of multiple breakdowns in_ the modification and installation process for the associated engineering design package. At the enforcement conference you should be prepared to address the issues identified '

While this meeting is considered a presentation and discussion forum between the Detroit Edison Company and the NRC, tne meeting will be opened to any other interested parties as observers in accordance with the Commission's trial program. Those persons outside the licensee and NRC staffs should inform the NRC Regional office of their intent to attend.
