SUBJECT: NRC INSPECTION REPORT 50-382/93-14
This refers to the inspection conducted by Messrs. C. J. Paulk and
W. H. McNeill, and Ms. P. A. Goldberg of this office and Mr. D. L. Wigginton
of the Office of Nuclear Reactor Regulation on April 26 through May 14, 1993.
The inspection included a review of activities authorized for your Waterford 3
Steam Electric Station facility. At the conclusion of the inspection, the
findings were discussed with those members of your staff identified in the
enclosed report.
Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.
The results of this inspection are documented on
page 1, in the enclosed report.
Two unresolved items were identified. The first concerned the potential for
operation outside of design basis because the setpoints for the pressurizer
and steam generator code safety valves were found during surveillance testing
to be outside the Technical Specifications allowei tolerances (Section 3.3.2).
The second concern was reportability of the out-of-specification setpoints
(Section 3.3.2).
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of
this letter and its enclosures will be placed in the NRC Public Document Room.
