NRC 0FFICE OF NUCLEAR REGULATORY RESEARCH VISIT TO THE SEQUOYAH NUCLEAR PLANT REGARDING THE EAGLE-21 SYSTEM This letter is a follow-up'to conversations with Mr. Jim Smith of your staff regarding a request by the NRC Office of Nuclear Regulatory Research (RES) to visit the Sequoyah Nuclear Plant (SQN) site as part of a research project directed toward implementation of digital systems in nuclear power plants.

The objective of the research program is to assess how digital instrumentation and control equipment is expected to change human actions (particularly those of the operating crew) at nuclear power plants, and to better model these human actions in risk assessment evaluations.

To accomplish this, Sequoyah is being asked to share pertinent insights gained from installation of the Westinghouse Eagle-21 System to replace the original analog-based Reactor Protection System.

RES is particularly interested in learning what changes were made to displays, procedures and training, and the effects the changes had on human factors and equipment reliability.

The results of the discussions will help maintain a realistic basis for developing Probabilistic Risk Assessment (PRA) technology to model the human interface with instrumentation and control systems.

It is desired that the following TVA personnel, as possible, be available for discussions, which should last for approximately 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> each.

Two Senior Reactor Operators, two Reactor Operators, one Shift Technical Advisor, one person involved with the design of the Eagle-21 System, one person involved with implementing the Eagle-21 design, one Operations Engineer, two. training department personnel, one Instrumentation person, one person responsible for software design, and any other personnel that.nay be able to assist is the discussions.

The present schedule indicates that the visit will start on August 24, 1993, with a late afternoon familiarization tour of the plant control room, simulator, and systems.

In addition, since they are planning to discuss a small break Loss of Coolant Accident (LOCA) in the PRA, the visitors have requested a. tour of systems that would be. impacted. by a. LOCA. (e.g., other.
