Dear Mr. Gilchrist:
I am responding to your letter of February 4, 1993, in which you commented on interin guidance on public meetings issued by our Region IV Office last fall.
Although you attributed the document's existence to my initiative to foster greater openness in the regulatory process, the interim guidance in fact was initiated by the NRC staff and was intended to ensure more consistent agency-wide implementation of the Commission's existing open Meetings Policy, which was published in the Federal Register on June 28, 1978.
I have enclosed a copy of the 1978 Policy Statement for your information.
In submitting the interim guidance for Commission consideration, the staff recommended that the Commission formally incorporate the guidance in an internal agency Management Directive.
Largely as a result of your comments, but also because the staff's proposal is an extension of the 1978 Policy Statement, the Commission has instead directed the staff to publish a proposed revised policy statement on this subject for public comment.
The proposed policy statement will explicitly solicit comments on the substantive concerns you raised in your letter.
We anticipate that the proposed policy statement will be published later this month.
The Commission appreciates your bringing your concerns to our attention.
