APPROVAL OF REQUEST FOR RELIEF FROM ASME CODE REPAIR REQUIREMENTS FOR ASME CLASS 3-PIPING FOR MILLSTONE 3 (TAC N0. M86147)

This letter is in response to your request for relief from ASME Code.

l requirements submitted by letter dated March ?5, 1993. The enclosed Safety Evaluation addresses the temporary use of a rubber patch, in the repair of a 3-inch service water line according to the guidance in Generic Letter 90-05.

Based on the review summarized in the enclosed Safety Evaluation, the staff concludes that there is reasonable assurance that the integrity of service water piping line 3 SWP-003-067-3 will be maintained until permanent repair can be made, but no later than the next scheduled refueling outage. The staff

finds that the use of the rubber patch would provide an acceptable level of j

quality and safety. Therefore, based on the above, the proposed use of a rubber patch is acceptable as an alternative to a Code repair, for the above-mentioned period, and is authorized under 10 CFR 50.55a(g)(6)(i).

Based on the review summarized in the enclosed Safety Evaluation, the staff concludes that there is reasonable assurance that the integrity of service water piping line 3 SWP-003-067-3 will be maintained until permanent repair can be made, but no later than the next scheduled refueling outage.
