SUBJECT: NOTICE OF VIOLATION RESULTING FROM NRC ENFORCEMENT CONFERENCE,
REPORTS NO. 50-373/93016(DRS) AND N0. 50-374/93016(DRS)

Dear Mr. DelGeorge:
This refers to the Enforcement Conference conducted by Mr. H. J. Miller and
'
other members of the NRC staff with Mr. Warren Murphy and other members of
your staff on May 26, 1993, regarding activities authorized by NRC Operating
License No. NPF-11 and NPF-18 for the LaSalle County Nuclear Stition, Unit-1
'
and Unit-2. The purpose of the conference was to discuss the management
oversight provided to the Emergency Operating Procedure (E0P) Program, as
documented in Inspection Reports No. 50-373/93009(DRS) and
No. 50-374/93009(DRS). Also a meeting was held on June 7, 1993, at your
Downers Grove office to discuss specific items in Report No. 93009.
We have enclosed a report summarizing this discussion.
Your discussion at the Enforcement Conference provided evidence of adequate
management attention to the E0P Program and the specific corrective actions
taken to correct identified concerns. Also, information was provided to
support your conclusion that the two E0P support procedures identified as
deficient could be performed as written.

Based on the results of our inspection and review of the information provided

at the enforcement conference, certain of your activities appeared to be in
)
violation of NRC requirements, as specified in the enclosed Notice of
!
Violation (Notice).
The violations, concerning E0P support procedures
inappropriate for the circumstances and inadequate E0P corrective actions, are
of concern because they indicate weaknesses in the LaSalle E0P Program.

You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response.
In your
response, you should document the specific actions taken and any additional
actions you plan to prevent recurrence. After reviewing your response to this
Notice, including your proposed corrective actions and the results of future

inspections, the NRC will determine whether further NRC enforcement action is
necessary to ensure compliance with NRC regulatory requirements.
It is also requested that you respond to the open item regarding the lack of
appreciation of human factors considerations in the development and
maintenance of E0Ps. An additional concern identified- during the review of
human factors considerations involved the arbitrary extension of completion
dates to corrective action items tracked within the Nuclear Tracking System
without management concurrence. Your response to the open item should also
address this concern.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter, the enclosures, and your response to this letter will be placed
in the NRC Public Document Room.
The response directed by this letter is not subject to the clearance
procedures of the Office of Management and Budget as required by the Paperwork
Reduction Act of 1980, PL 96-511.
We will gladly discuss any questions you have concerning this inspection.
