This letter refers to the announced inspection of your physical security program conducted by

Messrs. A. Della Ratta and E. B. King of this office on May 10-14, 1993, of activities at the
Haddam Neck Nuclear Power Plant, in Haddam Neck, Connecticut, authorized by NRC
License No. DPR-61, and to the discussions of our findings with Mr. J. Stetz and other
members of your staff by Mr. Della Ratta at the conclusion of the inspection.
Areas examined during the inspection are described in the NRC Region I Inspection Report
which is enclosed with this letter. Within these areas, the inspection consisted of selective
examinations of security procedures and representative records, interviews with personnel
i
and observations by the inspectors.
We found that your physical security program is effective and directed
, ird assuring
public health and safety. Appropriate management attention to the program was evidenced
by the continuing review of the overall program implementation and its effectiveness,
resulting in support for upgrades and enhancements, as necessary. No safety c_oncerns or
,
violations were identified. However, the inspectors noted weaknesses identified in your

Quality Services Department 1992 Fitness-for-Duty (FFD) Program audit in the random
selection of personnel and in your staff's failure to resolve effectively two 1991 FFD audit
findings. These weaknesses require attention to maintain the effectiveness of the FFD
'
program and are discussed further in the enclosed inspection re]x>rt.
