Dear Senator Lieberman:

i As requested by your April 8, 1993 letter to Chairman Selin, we have reviewed the material sent to you by your constituent, Mr. Sal Mangiagli, and which you forwarded to us.

The material contains mainly newspaper articles and press releases describing various studies related to the effects of radiation on human health and releases of radioactive materials from nuclear power plants.

As you may know, the Nuclear Regulatory Commission (NRC) staff sponsors research to investigate health effects of radiation and actively participates in scientific forums devoted to the review and evaluation of relevant data on radiation effects.

Further, we routinely review studies on the above subjects as they are published in scientific, peer reviewed,. literature.

The findings from some of these studies were the subject of the articles forwarded by Mr. Mangiagli.

In general, NRC's standards and regulations concerning limits of radiation exposure are based on scientific consensus as expressed in publications of the Committee on the Biological Effects of lonizing Radiations (BEIR) of the National Academy of Sciences / National Research Council, of the National Council on Radiation Protection and Measurements (NCRP), of the International Commission on Radiological Protection (ICRP), and of the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR).

The information provided by Mr. Mangiagli presented no new scientific information which was not known to the staff.

As reflected above, we believe that our regulations and regulatory requirements continue to reflect the consensus of scientific knowledge and are adequately protecting public health and safety.
