POINT BEACH NUCLEAR PLANT, UNITS 1 AND-2 This letter is in response to NRC Bulletin 93-02, " Debris Plugging of Emergency Core Cooling' Suction Strainers."
This bulletin notifies licensees of a previously unrecognized contributor to the
. potential loss of net positive suction head for the Emergency Core
(
Cooling Systems (ECCS) for Light Water Reactors during the recirculation phase of a loss-of-coolant accident (LOCA).
An event at the Perry Nuclear Plant showed that fibrous material collected on ECCS suction strainers filtered corrosion' products, dust, and other debris from the drywell.
Filtering of this debris may cause an unexpectedly rapid loss of net positive suction head for the

ECCS pumps when they are needed to perform their intended function.
l Air filters and other temporary material appear to be likely I
sources of the fibrous material.
NRC Bulletin.93-02 deals with the presence of this material in reactor containments.
i All operating reactor licensees were requested to identify fibrous I
air filters or other temporary sources of fibrous material, not designed to withstand a LOCA, which are installed or stored in the primary containment.
If such material was identified, licensees were requested to take any immediate compensatory measures which may be required to assure the' functional capability of the ECCS and
-f take prompt action to remove the material.
Because of the low' probability of a LOCA, the NRC staff considers removal of this material at the next shutdown or within 120 days, whichever.comes.

Document Control Desk June 8, 1993 Page 2 We have determined that there are no fibrous air filters or other temporary sources of fibrous material, not designed to withstand a LOCA, installed or stored in the Point Beach Nuclear Plant (PBNP)
Unit 1 or 2 containments.
Fibrous air filters (roughing filters) are placed on the containment air recirculation fans at the beginning of maintenance and refueling outages to filter debris and dust out of the containment atmosphere.
These filters remain in place throughout the outage, but are removed from the containment prior to plant start-up.
Installation and removal of the roughing filters is accomplished in accordance with call-up items in our Computerized History and Maintenance Planning System (CHAMPS).
No other temporary sources of fibrous material stored or installed in the reactor containments were identified.
