Proposed Operating License Change Request Nos. 209 and 76  ;

Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of changes to the technical specifications. The proposed change will revise Specification 6.9.1.14 titled " Core Operating Limits Reports." The -

specific revision would be to change Specification 6.9.1.14, item number 2, to reference the BASH methodology contained in WCAP-10266-P-A, Rev. 2.

The proposed technical specification changes for Unit No. 1 and Unit No. 2 are presented in Attachments A-1 and A-2, respectively.

The safety analysis (including the no significant hazards evaluation) is presented in Attachment B. The typed replacement technical specification pages are presented in Attachments C-1 and C-2, and the UFSAR changes are presented in Attachments D-1 and D-2.

• This change has been reviewed by the Onsite Safety Committee and Offsite Review Committee. The change was determined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.

Beaver Valley Unit No. 2 is scheduled to begin the fourth refueling / steam generator inspection outage on September 17, 1993. .

There is the potential that the level of steam generator tube plugging will exceed our current analyzed limit of 5%. We have utilized the BASH methodology to perform analyses which support a 30%

steam generator tube plugging limit for Cycle 5 plant operation.
