Unit 1 and Unit 2 Physical Security and Contingency Plan (the Security Plan). .By copy of this letter two copies of Amendment 24 are being provided to the NRC Region II officei Enclosur.e 1 provides the description and justification for the changes, enclosure 2 gives -

insertion instructions, enclosure 3 contains Amendment 24 pages, and enclosure 4 is the- -

new efTective page list for the VEGP Physical Security and Contingency Plan.

The information contained in enclosure 3 is safeguards information and should be withheld from public disclosure in accordance with 10 CFR 73.21.
