Commissioner de Planque's Comments on SECY-93-067 l
I concur in Commissioner Rogers' suggestion that the staff be directed to publish the Policy Statement on Technical Specifications as it currently exists - and not in. draft form -
and that the staff then prepare a rulemaking designed both to incorporate the four criteria into the regulations and, more broadly, to achieve improvements in NRC's regulations related to technical specifications.
However, while I support a rulemaking, the staff must be careful to preserve the voluntary nature of the standard technical specifications (STS) program.
It must remain i
clear that licensees are free to adopt or not adopt the STS.
i I support staff's proposal to allow licensees to adopt portions of the improved STS without implementing all of the STS improvements.
I also support Commissioner Remick's recommendation that the staff modify the policy statement to clarify how it intends to utilize the PSA as part of its review of technical specifications change requests.
