Dear Ms. Afable:

In accordance with Section G.4, Task Order Procedures, of the subject contract, this letter definitizes task order number I with an established ceiling of $19,288.45. This effort shall be performed in accordance with the enclosed statement of work, the contractor's proposal dated April 13, 1993, and revised proposal dated April 26, 1993, incorporated herein by reference, and the following telephonic changes of May 26, 1993:

Reduce fixed fee from $1,755.60 (10%) to $1,580.04 (9%)

The period of performance for task order number 1 is June 1,1993 through December 1, 1993. The total cost ceiling is $19,288.45, of which the sum of

$17,556.02 represents the estimated reimbursable cost, the sum of $152.39 represents facilities capital cost of money, and the sum of $1,580.04 represents the fixed fee.

The amount presently obligated with respect to this task order is $19,288.45.

Notwithstanding the clause FAR 52.232 LIMITATION OF COST, the contractor is not obligated to continue performance under this task order or otherwise incur costs in excess of the estimated cost, until the Contracting Officer notifies the contractor in writing that the estimated cost has been increased.

t In absence of such notification by the Contracting Officer, the Government is not obligated to reimburse the contractor for any costs in excess of the estimated cost specified herein.

About 4 professional staff-weeks in FY 93 BACK6ROUND The topical report " BEACH, A Computer Code for Reflood Heat Transfer'During LOCA," BAW-10166P, October 1992 was submitted to the NRC to providFsupport for future licensing analyses for B&W designed once-through steam generator (OTSG) nuclear power plants as well as for "U" tube steam generator (UTSG) plants. The initial licensing efforts will be in support of the startup for Tennessee Valley Authority's Bellefonte Units I and II, and in support of fuel reloads for Oconee Units I, II, and III.

OBJECTIVE The objective of this technical assistance prograra is to obtain expert technical services from Scientech, Inc. to assist the staff in the review and -

detemination of the technical acceptability of the topical report.

TECHNICAL AND OTHER SPECIAL OUALIFICATIONS REOUIRE[!

The contractor shall provide on~e technical expert in the area of themal-hydraulics and LOCA analysis for this review.

Proficiency of the expert in the interpretation and application of empirical data is required.

The contractor must evaluate revised assumptions regarding thermal-hydraulic behavior and their justifications, which may include comparisons to test data.

employees, subcontractors, or specialists who have the required educational background, experience, or combination thereof to meet both the technical and i

regulatory objectives of the work specified in this S0W. The NRC will rely on representations made by the contractor concerning the qualifications of the i

contained in the technical and cost proposal, including resumes, is accurate and truthful.

WORK REQUIREMENTS AND SCHEDULE The contractor shall review the topical report with respect to changes from previously approved modeling methodology and shall provide technical recomendations to the NRC staff with bases on the acceptability of the methodology for addressing 10 CFR 50.46 requirements.

In the review, the contractor shall consider the intended use of the methodology and recommend any restrictions or limitations to be placed on its use.

If necessary, the contractor shall provide a request for additional information (RAI) for B&W response and shall review those responses. Upon completion of the review, including resolution of issues where possible, the t

contractor shall provide a technical evaluation report (TER) with its recomendations regarding the acceptability of the reference document.

DELIVERABLES Technical Reportino Reauirements All draft reports are to be submitted to the Technical Monitor with a copy provided to the Project Manager. All final reports are to be submitted to the Project Manager with copies to the Technical monitor.

At the completion of task 1, submit a technical letter report to the Technical Monitor with a copy of the transmittal letter to the Project Manager, that contains comments and requests for additional information.

During the performance of task 2, the contractor shall provide verbal reports on the progress of each subtask at least twice to the NRC Technical Monitor. These progress reports are in addition to the discussions with the vendor.

At the completion of task 3 submit a technical evaluation report, draft (to the Technical Monitor with a copy of the transmittal letter to the Project Manager) and final (to the Project Manager with four copies to the Technical Monitor.

TAC No., either in the transmittal letter or on a cover page. RAls may be faxed to the TM with a follow-up letter to the PM.
