Three Mile Island Nuclear Station, Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 GPU Nuclear Response to NRC Bulletin 93-02, " Debris Plugging of Emergency Core Cooling Suction Strainers" NRC Bulletin 93-02 requested that licensees identify and remove fibrous air filters or other temporary sources of fibrous material, not designed to withstand a loss of Coolant Accident (LOCA), which are installed or stored in primary containment.
THI-l uses two permanently installed sources of fibrous material inside the Reactor Building: the Reactor Compartment Cooling Units (AH-E-2A/B) and the Reactor Building Cleanup Unit (AH-E-101). A third source of the material, the Steam Generator Outage Blowers / Filters, is secured (tied down) inside the Reactor Building during plant operation.
Each of these sources of fibrous material is enclosed within a plenum, located at elevations well above the LOCA flood level, and would not be adversely affected by LOCA jet impingement.
Therefore, it is unlikely that fibrous material would enter the TMI-1 Reactot Building Sump during a design basis accident.
No actions are needed to remove any fibrous air filter material permanently installed or currently stored in the THI-1 Reactor Building during operation.
Additionally, procedural controls ensure that any temporary sources of fibrous material brought into containment will not jeopardize proper Emergency Core Cooling System suction from the Reactor Building sump during a LOCA.
