Commissioner Remick's Comments on 8ECY-93-067 l
I approve the staff's recommendation in SECY-93-067 to publish the Final Commission Policy Statement for Technical Specification Improvements for Nuclear Power Reactors for a 90-day comment period.
However, I recommend that the criteria be imposed ultimately by rulemaking rather than policy statement since the staff intends to implement the criteria as it would a rule.
I support the staff proposal to allow licensees to adopt portions of the improved STS without implementing all of the STS improvements.
I recommend that the staff modify the policy statement to clarify how it intends to utilize the PSA as part of its review of Tech Specs change requests.. The staff should explain that if the results of the PSA indicate that Tech Specs can be relaxed, a deterministic review should be performed, and if the results of the deterministic review also support relaxing Tech Specs, the staff should not preclude removing such Tech Specs.
