h Chairman's Comments on SECY-93-067 I do not approve issuance of this document as a Policy Statement; rather I believe that the four criteria should be incorporated into a proposed rule.

Codifying these criteria in a rule will make a viable, potentially safety enhancing and cost-saving method for Technical Specification improvement available to licensees through a clear and predictable process.

The staff should also prepare any Regulatory Guides, as appropriate, to implement this rule.

The staff is'to be commended for its diligent efforts to develop criteria that permit an objectiva determination of those plant conditions that need to be in tl.+

Technical Specifications.

These criteria appear to be technically well developed and reflect careful thought.
