PRELIMINARY EVALUATION OF CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT 1, LICENSEE EVENT REPORT 317/92-08, " GROUND FAULT IN ISOLATED PHASE BUS DUCT SYSTEM," INPUT TO ACCIDENT SEQUENCE PRECURSOR REPORT FOR 1992 The NRC Office for Analysis and Evaluation of Operational Data (AE0D) has drafted the 1992 Accident Sequence Precursor (ASP) report, " Precursors to Potential Severe Core Damage Accidents:

1992, A Status Report,"

NUREG/CR-4674, Vol. 17 & 18. The subject Licensee Event Report (LER) for Calvert Cliffs, Unit 1, is one of the 1992 precursor events which is included in the AEOD draft ASP report.

The NRC staff requests that Baltimore Gas & Electric Company (BG&E) provide written comments on the Preliminary evaluation of the subject LER, which is enclosed.

BGLE should address the following in its response:

1) comments on the ASP analysis characterization of the possible Unit I response as the result of the event, 2) whether the analysis reasonably represents the plant safety equipment configurations and capabilities which existed at the time of the event, and 3) comments on the analyst's assumptions regarding equipment recovery probabilities.

We request that the comments be provided by June 25, 1993, to allow review and revision, as appropriate, of the draft 1992 ASP report.

The final report is scheduled to be issued in September of this year.

We appreciate your assistance in this effort.
