Dear Sir:
in Reference b), NRC requested Vermont Yankee to implement certain short term actions [Short Term Compensatory Actions 1(a) and 1(b)) within 15 days of the j
date of the bulletin. Reporting Requirement (1) of Reference b) requires "[a]ddressees i
choosing not to take the requested short term actions must submit a report within 15 days of the date of this bulletin containing a description of the proposed alternative course of action, the schedule for completing it, and a justification for any deviations from the requested actions."
Vermont Yankee intends to fully implement Short Term Compensatory Actions 1(a) and 1(b)'with the following deviation as discussed via telecon with your staff on Friday, June 4,1993:
Short Term Compensatory Acthn (b) of Reference b) states; "By July 30,1993, each licensee is requested to complete augmented operator training on loss of RPV inventory scenarios during Mode 3, including RPV drain-down events and cracks or breaks in piping."
All licensed individuals scheduled to perform Control Room duties will receive the required training by July 30, 1993. However, due to simulator and licensed operator requalification schedules, Vermont Yankee will not meet the July 30,1993 deadline for the completion of all training.

United States Nuclear Regulatory Commission June 9,1993 Page 2 Classroom and simulator training requested by Reference b), will begin on June 29,1993 and h!! operating crews scheduled for shift duties will complete training by July 30,1993. One operating crew will complete training by August 6,1993. This crew is not scheduled for shift duties until their training is complete. In addition, a group of staff licenses will complete their training on August 13, 1993. Vermont Yankee has estimated that in order to prepare and conduct the required training a total of 134 staff hours of effort will be required.
We believe this deviation still meets the intent of the NRC requested action by l
ensuring that all operating crews scheduled for shift duties will complete the required training by July 30,1993.
