Dear Mr. Wangler:

This will confirm our telephone conversation on June 10, 1993, in which we stated that the fire-retardant foam in the packaging described in Certificate of Compliance No. 9019 may not contain the typical 3.2% boron as stated for the chemical composition for the foam.

Presence of boron was used in the i

criticality safety analysis for an array of damaged packages.

This will also confirm that NRC licensees have agreed not to use the Model No.

BU-7 packaging, without prior approval of the NRC.

Request for approval is to include the type and form of material, the maximum quantity of material per package, the amount of boron present in the packagings and a criticality 3

safety analysis for a damaged array.

This information is provided to you for appropriate action, since the Department of Energy is a registered user for this package.
