Dear Mr. Montgomery:
This will confirm our telephone conversation on June 10, 1993, in which we stated that the fire-retardant foam in the packaging described in Certificate of Compliance No. 9019 may not contain the typical 3.2% boron as state:d for the chemical composition for the foam.
Presence of boron was used in the criticality safety analysis for an array of damaged packages.

i BU-7 packaging, without prior approval of the NRC. Request for approval should include the type and form of material, the maximum quantity of material-per package, the amount of boron present in your packagings and your criticality safety analysis for a damaged array.
If my understanding is not in accordance with your actions, or should you decide to make shipments in the Modei No. BU-7 packagings prior to review and.
approval by the NRC, please contact me immediately.
