NRC utilizes the Standard Industrial Classification Codes

administered by the U.S. Small Business Administration to

identify areas for potential-awards to small disadvantaged businesses.

o Methods for communicating respective contracting opportunities.

Response

NRC uses several methods for communicating contracting opportunities to small disadvantaged businesses.

NRC annually files a Forecast of Procurement Opportunities with the Small Business Administration and also distributes a forecast upon telephonic request or at procurement conferences throughout the U.S.

of course, procurement opportunities are routinely made available

through the Commerce Business Daily.

o Historical (FY 1990, 1991, 1992) and current target percentages for contracts awarded to prime contractors and subcontractors of minority and women-owned businesses.

The following table shows the actual percentages and dollar amounts awarded to minority and women-owned businesses.

NRC does not track dollar amounts and percentages by ethnicity or gender.

It does report women-owned, SDB, and 8(a) dollars but does not break out ethnic j

groups in the 8(a) portfolio.

Procurement categories for which the awards have been let.

The primary procurement categories for which awards have been let are Major Group 73, Business Services, which includes Federal Information Processing (FIP) services.

Also, NRC also makes awards for high-technology services.

i These generally fall into Major Group 87 covering Engineering, Research and related services.

j Public Law 100-656 mandates that a Government-wide goal of i

5% be achieved with small disadvantaged businesses.

NRC has consistently achieved this level.

In FY 1992, NRC increased its own target for Prime 8(a) awards by 5 percentage points (from 16% to 21%).

Fluctuations in the i

types of goods and services needed resulted in'the agency achieving a 2.5 percentage point increase (from 16 % to 18.59%).

Relatively smaller success in meeting the goals for Prime Women-owned awards is due in part to the fact that these awards must be won in an open, unrestricted competitive environment.
