Dear Congressman Bereuter:

I am responding to your letter of May 4, 1993, in which you forwarded an inquiry from your constituent, Mr Thomas C. Keown of Transcrypt International, concerning communication security requirements for nuclear power plants and other entities.

The 11uclear Regulatory Commission (NRC) has no specific regulations related to the security of licensee radio or telephone communications.

However, our regulations do prohibit the transmission of information that could compromise security unless transmitted by protected telecommunications.

Licensees have the option of using secure communications or restricting transmissions to formats or codes that do not disclose security information that must be protected.

A copy of NRC Inf ormation flotice flo. 90-12, Monitoring or Interruption of Plant Communications, and copies of pertinent NRC regulations are enclosed for additional information.

Dear Mr. Bereuter:

I would like to take this opportunity to introduce myself. My name is Tom Keown with Transcrypt International Inc. in Lincoln Nebraska. We manufacture and sell voice privacy and signaling modules for two way radio and cellular communications.

Recently, we have sold high-level radio scrambling equipment to several nuclear power plants. From our conversations with the purchasing agents at those facilities, we have the impression that there is some sort of Federal mandate, either in place or pending, that requires these power plants to utilize secure communications for some of their security and enforcement divisions.

We would appreciate any information your of6ce might be able to provide about the communication security requirements for nuclear power plants and any other entities that may be required to employ secure voice transmissions.
