Zion Station Response to NRC Bulletin 93-02, " Debris Plugging of Emergency Core Cooling Suction Strainers" Zion Station Units 1 and 2, (NRC Dockets 50-295 and 50-304)

The purpose of this letter is to provide the Zion Station response to the subject Bulletin. The details of the Zion response are provided in the attaclunent.

To summarize, Zion has performed the requested actions of the Bulletin. Based on a review of administrative controls and visual walkdowns of both units, no fibrous air filters or other temporary sources of fibrous material, not designed to withstand a LOCA, were identified at Zion Station. Therefore no compensatory measures were required.

Zion will supplement these verifications with additional visual inspections inside the missile barrier during the next shutdown of the units. Commonwealth Edison will inform the NRC of the results of these inspections.

To the best of my knowledge and belief, the statements contained in this document are true and correct. In some respects these statements are not based on my personal knowledge, but on information furnished by other CECO employees, contractor employees, and/or consultants. Such information has been reviewed in accordance with company practice, and I believe it to be reliable.

ZION STATION RESPONSE TO BULLETIN 93-02 The purpose of this report is to document Zion Stations compliance with i

NRC Bulletin 93-02, Debris Plugging of Emergency Core Cooling Suction Strainers.

i This bulletin was issued on May 11,1993 and requires licensees to identify fibrous air filters or other temporary sources of fibrous materials, not designed to l

withstand a LOCA, which are installed or stored inside contaimnent structures.

1 For operating units this material must be removed within 120 days and for shutdown units this material must be removed prior to restart.

The topic of plugging of Emergency Core Cooling System (ECCS) suction strainers had been previously reviewed for Generic Letter 85-22, Potential for Loss of Post-Loca Recirculation Capability due to Insulation Debris Blockage, IEN 89-t 77, Debris in Containment Emergency Sumps and Incorrect Screen Configuration, IEN 92-77, Partial Plugging of Suppression Pool Strainers at a foreign BWR.

i These extensive reviews have verified the adequacy of the design and administrative controls of the ECCS suction strainers. The latest signed off copies l

of the following administrative procedures were reviewed on both units, General Operating Procedure-0, Checklist-E, Containment Closeout for Heat Up or Start Up; Technical Staff Surveillance 15.6.141, Visual Inspection of the Containment Recirculation Sump; Technical Staff Group Procedure-86, Visual Inspection of the Containment Recirculation Sump; Zion Administrative Pracedure 910-02, Containment Access Control when Containment integrity ie Set and Periodic Test-O, Appendix X, Auxiliary Building Equipment Attendant Checklists.

A containment entry was also made at power on both 2 nits to perform a visual examination of accessible areas (outside of the missile barrier). This visual inspection identified minor amounts of attached floatable debris (less than 15 lbs.).

l This floatable debris consisted of safety tape, nylon rope, valve tag holders (nylon tie wraps), radiation survey tags on gang boxes, inspection / maintenance tags on fire protection equipment and on battery operated emergency lights. These items were removed at the time ofinspection. The amount of material that was found would not have caused the ECCS suction strainers to become inoperable.

A review of all temporary alterations was done to ensure that no temporary fibrous material was installed in containment.

All process pipe insulation used inside of containment is required to be stainless steel reflective insulation (mirror) as specified in UFSAR 5.2.3 " Reactor.

Coolant Pressure Boundary Materials" and in General Work Specification X-3646, Division 3, Section 311.

All fire lagging material is encased in a hard cast material and is covered with 1/8" stainless steel mesh to prevent fibers from washing into the snmps. Any fibers that may be washed loose will get caught by the 1/8" mesh or be a 'a to pass through the ECCS suction strainers.

Zion Station's only use of fibrous filter material inside of containment is the I

containment charcoal filters which are designed to be Seismic Class II and are not required during a LOCA. They are only used for habitability of personnel when necessary. The prefilters in the containment charcoal filters contain fibrous filter materials and have a HEPA and charcoal filter downstream to remove any fibrous materials during operation.

Additionally, Zion will perform an inspection inside of the missile barrier during the next forced shutdown on the units.
