Dear Mr. De1 George:

This confirms our plans as discussed between Mr. F. J. Jablonski of this-office and Ms. M. A. Jackson of your staff to hold a meeting beginning at 9:00 a.m. (CDT) on Monday, June 21, 1993, at the NRC Region III Office, 799 Roosevelt Road, Building 4, Glen Ellyn, Illinois.

This meeting is an enforcement conference to discuss the circumstances surrounding the following four apparent violations at your Quad Cities Nuclear Power Station:

(1)

Your operation of Unit 2 with the Unit 1 RHR Service Water Sys' tem Loop A (opposite unit / shared safe shutdown (SSD) equipment) inoperable for more than 67 days; (2)

Failure to test fire protection equipment in accordance with established procedures; (3)

Failure to establish a test program for certain 10 CFR 50, Appendix R SSD equipment; and (4)

Failure to take timely corrective action.

At the enforcement conference you should be prepared to discuss the apparent violations as identified in Inspection Report 50-254/265-93009(DRS).

Additionally, you should be prepared to discuss whether the operation of Unit 2 without the Unit 1 RHR Service Water System Loop A in-service would have resulted in the inability to achieve or maintain Unit 2 in a safe shutdown condition given a design basis fire.

You should also be prepared to discuss the significance of not testing certain SSD equipment, including operability determinations and compensatory measures.
