Dear Mr. DelGeorge:

This refers to the inspection conducted by Messrs. S. G. Du Pont and

J. R. Roton of this office on April 14 through May 25, 1993. The inspection

y

included a review of activities authorized for your Braidwood facility.

At

the conclusion of the inspection, the findings were discussed with those

members of your staff identified in the enclosed report.

'

Areas examined during the inspection are identified in the report. Within.

these areas, the inspection consisted of selective examinations of procedures

~

and representative records, interviews with personnel, and observation of

!

activities in progress. The actions taken by.your staff pertaining to the

.

Unit 2 fuel element failure demonstrated safety responsiveness to ensure that

-

allowable Technical Specification limits were not exceeded.

'

As described in the enclosed inspection report, you identified a violation,

and to encourage and support licensee initiatives for self-identification and

correction of violations, the violation is not being cited because the

!

criteria specified in Section VII.B.(2) of the " General Statement of Policy

i

and Procedure for NRC Enforcement Actions" (Enforcement Policy,10 CFR 2,

Appendix C, (1993)), were satisfied. The inspection showed that actions had

been taken to correct the identified violation and to prevent recurrence. Our

,

understanding of your corrective action is described in the inspection report.

!

Consequently, no reply to this violation is required.

In accorda~nce with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be.placed in the NRC

Public Document Room.
